Transfer Station Dumping Regulations

Disobeying or ignoring transfer station regulations or instructions of transfer station personnel may result in revocation of transfer station privileges.

Rules (including but not limited to):

  1. Abusive or confrontational language or behavior while at the transfer station will not be tolerated and shall be grounds for removal from the premises, exclusion therefrom, permit suspension per sec 34- 34 and/or other penalties allowed by Town ordinance, regulation, and/or by state law.
  2. All materials must be deposited in the location designated and as directed by Transfer Station Personnel.
  3. Loitering, picking through or the removal of items or materials from rubbish containers, scrap metal, containers, or any other container or repository, is prohibited.
  4. Non-residents of the Town of Exeter shall at all times be prohibited from entering and utilizing the Transfer Station.
  5. Children under the age of 16 must at all times be under complete supervision of an adult.
  6. Pets are not allowed out of any vehicle while the vehicle is on the Transfer Station property.

Permit (“Sticker”):

  1. Are required for Transfer Station privileges.
  2. Are valid October 1 through September 30 of each year.
  3. Must be purchased yearly.
  4. Must be affixed to inside, front windshield, driver’s side, of vehicle.
  5. Are available only to persons who currently reside in the Town of Exeter (permanently or seasonally) or who currently rent or lease residences in the Town of Exeter.
  6. Can be obtained:
    • At the Town Clerk’s Office, 675 Ten Rod Road, 294-3891, during normal business hours, Monday through Friday, 9:00 a.m. – 4:00 p.m. Cash, check (payable to “Town of Exeter”), or credit card (additional fee of 2% + $1.00 applies). Vehicle registration and proof of residency must be presented.
    • By mail: Include copy of vehicle registration, proof of residency, check made payable to “Town of Exeter,” and self-addressed, stamped envelope.
  7. Fees:

    Senior Citizen Permit (age 65 and older) $90

Prohibited items (including but not limited to):

  1. Refuse from outside of the Town of Exeter.
  2. Refuse brought to the Transfer Station in vehicles without the valid permit attached to the driver’s side front windshield or without a single use permit or other appropriate permit.
  3. Ash, cinder, burned materials, or smoldering loads.
  4. Any hazardous solid, liquid, semi-liquid, or gaseous wastes.
  5. Stumps, brush, paving materials, stones, bricks, cinder blocks, dirt, or other earthen materials.
  6. All building materials and items in excess of four feet in any single direction, including wood, plaster board, paneling, etc.
  7. Radioactive, biological, chemical, medical, infections, explosive, or other hazardous wastes as defined in the Rhode Island Hazardous Waste Act.
  8. Residential, commercial, and industrial recyclable material, uncontaminated, which in the opinion of Transfer Station Personnel must be recycled in accordance with prevailing laws, rules, and regulations of the State of Rhode Island. 
  9. Any substance or item which, in the opinion of Transfer Station Personnel, may cause damage to or adversely affect the operation of the Transfer Station. 
  10. Household hazardous waste including, but not limited to, materials such as insecticides, pesticides, swimming pool chemicals, and petroleum-based materials such as oil-based paints, etc.
  11. Refrigerators, air conditioners, and other appliances with freon or other agents classified as refrigeration coolants.

Restricted Items (including but not limited to; may require a fee to dump and will be deposited in the appropriate area designated by Transfer Station Personnel):

  1. Tires, batteries, bulky waste, and oil. A maximum of five gallons of waste crankcase oil per permit per week will be accepted. This oil must be deposited in the oil “igloo”.
  2. Other hard to dispose of items including, engines, transmissions, and other machine parts, which in the opinion of Transfer Station Personnel require an additional handling fee.

VEHICLE DUMPING FEES Additional tipping fees shall be assessed for waste disposal or demolition debris or construction debris disposal by all users; all rates are based on vehicle capacities as determined by Transfer Station Personnel and are rounded up to the next whole ton and trailer size.
